As one whom his mother comforts,

Context.
Can this verse apply to us in the abstract, sure. But here is the reality. This is a birth announcement to the world. It is cause for celebration.
Rejoice with Jerusalem, and be glad with her, all you who love her. Rejoice for joy with her all you who mourned over her. Isaiah 66:10 TLV
It is the birth of a nation in one day (vs. 8). A miracle. Zion. Israel.
Why should we rejoice with Jerusalem? Well, because that is the city where God has placed His Name forever (2 Chronicles 33:7).
We are commanded to pray for Jerusalem’s peace and even given the prayer (Psalm 122).
And if there is any doubt, there is Psalm 137.
If I forget you, O Jerusalem,
let my right hand wither.
May my tongue cling to the roof of my mouth
if I cease to remember you,
if I do not set Jerusalem above my chief joy. (Vss. 5-6)
So, why is this context so important? One reason is, it is important to the Creator of the Universe, our Heavenly Father. The other is that it becomes a priority and privilege for us as His children.
